S. David FreemanÂ was appointed chairman of the Tennessee Valley Authority by Jimmy Carter in 1977. He was named an â€œeco-pioneerâ€ for his environmentally-oriented leadership of the Sacramento Municipal Utility. He also headed Â New York Power Authority and the Los Angeles Department of Water and Power.
